Council of Malaysian Senators Visits Westminster, London

16th – 22nd March 2019

In March 2019, a delegation from the Council of Malaysian Senators (Majlis Senator Malaysia, MSM) embarked on a significant visit to Westminster, London, United Kingdom. Led by Datuk Seri Khairuddin Samad, this week-long visit from the 16th to the 22nd served as a platform for exchanging ideas, learning about parliamentary practices, and strengthening international ties between Malaysia and the UK.

A Journey to the Heart of Parliamentary Democracy

Westminster, known as the cradle of modern parliamentary democracy, was the perfect destination for this important visit. The iconic Palace of Westminster, home to the UK Parliament, provided the Malaysian delegation with a firsthand experience of how one of the world’s oldest democratic institutions functions.

For the Council of Malaysian Senators, this visit was more than a formality. It was an opportunity to deepen their understanding of governance, legislative processes, and the roles of parliamentary committees—knowledge that could be applied back home to enhance the effectiveness of the Dewan Negara (Senate).

Key Highlights of the Visit

1. Engagements with British Parliamentarians

The delegation met with several members of the UK Parliament, including Lords and Members of Parliament (MPs), who shared insights into their legislative practices, committee work, and the checks-and-balances system in the UK. These discussions focused on the similarities and differences between the UK’s House of Lords and Malaysia’s Dewan Negara, providing valuable perspectives for the Malaysian Senators.

2. Observing Parliamentary Sessions

The visit included the opportunity to observe parliamentary sessions in both the House of Commons and the House of Lords. Witnessing debates, question times, and legislative deliberations in real-time allowed the delegation to gain a deeper appreciation of parliamentary procedures and decorum.

3. Learning About Committee Functions

The delegation explored how parliamentary committees operate in the UK, particularly their role in scrutinizing legislation and government policies. This aspect of the visit was especially relevant to MSM’s efforts to strengthen the Senate’s contribution to Malaysia’s legislative process.

4. Cultural and Diplomatic Exchange

Beyond parliamentary insights, the visit included interactions with British officials, fostering diplomatic goodwill between Malaysia and the UK. These exchanges underscored the shared history and longstanding friendship between the two nations, further solidifying their ties.

Lessons Learned and the Way Forward

Datuk Seri Khairuddin Samad, reflecting on the visit, emphasized its importance in enhancing the capabilities of Malaysian Senators. He noted that learning from a mature parliamentary system like the UK’s offered inspiration and practical ideas for improving the Dewan Negara’s efficiency and relevance.

Key takeaways from the visit included:

  • The value of robust committee systems in ensuring effective oversight.
  • The importance of open and transparent debates in building public trust.
  • Strategies for engaging citizens in the legislative process to make governance more inclusive.

Strengthening MSM’s Role in Malaysia

The visit to Westminster reinforced MSM’s commitment to strengthening the Dewan Negara as a key pillar of Malaysia’s democracy. Inspired by their experiences, the Senators returned with renewed vigor to enhance their legislative work, represent the voices of all Malaysians, and advocate for policies that promote justice, inclusivity, and progress.

Building Bridges Across Borders

This visit to London symbolized more than just a learning experience—it was a bridge between two nations with shared democratic values. By fostering mutual understanding and collaboration, the Council of Malaysian Senators underscored its role as not only a legislative body but also a representative of Malaysia on the global stage.

The week in Westminster was a testament to the power of international dialogue, proving that shared experiences and open exchanges can lead to stronger institutions, better governance, and a brighter future for all.
